Policy interactions

The Australian urban environment is a complex mix of regulatory interventions, evidenced by the significant differences in regulatory frameworks between states. There are many and varied advocates for a myriad of policy prescriptions, but there can be no presumption of optimality of prescription, and no evidence that the strands of government policy are consistently brought together. Different governments will consider the same issues, and often accord them different priorities. Some prioritize energy use; some have planning precepts that put industry in certain places in the urban form; and some reflect ownership/service provision arrangements (e.g., retention of public ownership over private ownership) that to others are not meritorious. Australia’s urban areas illustrate a mix of these different priorities and approaches to risk. How water reuse emerges out of the mix will be determined by how governments embrace this mix of challenges.
